About the Department
The Group Technology and Operations (T&O) Risk Governance & Assurance (TOGA) function, as a first line of defense, works closely with T&O leadership to identify, assess, mitigate and manage risks and ensure the existence of appropriate controls. This team works across the T&O functions across the Group to ensure transparency and understanding of operating issues, risks and opportunities, including the sound risk governance and risk oversight of T&O activities. Also, the function monitors the industry, market and regulatory developments to anticipate changes and help ensure appropriate alignment of banking operations and technology risk management strategies and policies with potential impact assessment. Additionally, the team conducts independent assurance reviews across the T&O functions across the Group to ensure that key controls are adequately designed and are operating effectively.
Job Responsibilities
Collaborating closely with the Technology and Operations teams across the Group, the successful candidate will support the Group Head of Technology & Operations Risk Governance, to drive first-line Operations risk governance activities and initiatives. This will include, but not be limited to the following:
- Drive adherence by Group Technology & Operations, with the Bank’s Operations Risk Management Policy and guidelines.
- Challenge, guide and advise Operations teams on risk matters, to ensure adequate resolution of risk issues, including incidents and complaints.
- Proactively identify risks and risk trends through monitoring of operations performance in risk and regulatory compliance management (through tracking of issue resolution arising from regulatory compliance breaches, operational risk incidents, special reviews, audits) Ensure timely closure of key actions set out to address risk issues, with review of artefacts to ensure issues are addressed adequately.
- Support senior management in risk oversight and governance, through analysis and reporting of key risk issues/ trends, key risk indicators, and prepare materials to facilitate discussions during the regular governance committee meetings.
- Work with Data Analysts to leverage analytics to effectively and efficiently identify risk issues and trends, to improve risk management efficiencies and capabilities.
- Provide support and training to foster strong risk culture and risk awareness within the Operations units. Develop effective and collaborative relationships and foster ongoing open lines of communication regarding governance and risk management across the division.
- Strengthen risk management and governance oversight capabilities across Operations teams. Work closely with regional governance counterparts to ensure consistent governance across the Operations teams.
- Function as the key liason party with the regulators (eg. MAS) to represent Operations teams on responses to queries eg. in relation to incidents, surveys, consultations, data collation requests etc.
- Work with various second-line functions eg. Risk Management, Group Legal, Group Compliance, and other stakeholders across the bank (where applicable) to manage the implementation of Operations Risk Management -related policies, guidelines, and initiatives across Operations teams (e.g. relating to risk culture and conduct risk, risk & control self-assessment, anti-money laundering/ combating the financing of terrorism, personal data protection, and regulatory risk assessments).
- Participate/ lead relevant risk governance and management projects where relevant.
- Build and lead a high performance team.
Job Requirements
- Minimum of 15 years working experience with at least 7 years in any of these disciplines: operational/ enterprise risk management, audit, compliance, preferably in a banking environment.
- A university degree in business, accounting or any risk management related domain.
- Sound knowledge in regulatory requirements would be advantageous ie. Banking Act, Personal Data Protection Act, MAS Notice 626, MAS Notice 643.
- Broad and deep experience in managing and/or assessing the adequacy of controls over operational activities of a bank. Preferably, also with good knowledge of retail and wholesale banking processes and products, and passionate about keeping abreast of industry developments in operational risks.
- Good communication, presentation and influencing skills and able to manage stakeholders across multiple disciplines.
- Outstanding skills in the use of MS Word, MS Excel, PowerPoint, and Outlook. This is necessary for the creation of engaging reports and presentations, for senior management, executives, and stakeholders.
- Knowledge/ experience in data analytics will be an added advantage.
