About the Department

The Technology and Operations function is comprised of five teams of specialists with distinct capabilities: business partnership, technology, operations, risk governance and planning support and services. We work closely together to harness the power of technology to support our physical and digital banking services and operations. This includes developing, centralising and standardising technology systems as well as banking operations in Singapore and overseas branches.

UOB is looking for a high-performing, seasoned technology leader to join as the Cards System Analysis Head in the Cards Technology department to support the Group’s strategy in building a world-class technology organization while embracing a culture of diversity and inclusion. The successful candidate will be responsible for leading a team of IT System analysts to provide cards solutions, build application capabilities across countries and support maintenance of Cards technology systems globally and in conjunction with the other Cards application development teams and technology groups. The candidate should be able to identify how the big picture of the UOB cards programs come together from inception through implementation and deliver capabilities in production across the Cards ecosystem. He/she needs to ensure alignment with the UOB cards technology standards in the design and execution of projects. 

This candidate will be responsible for providing technology leadership in designing Cards solutions and to plan and deliver system changes for the UOB Cards platforms globally to provide higher efficiency, quality and increase cost effectiveness while minimizing operational risk. This role would require interaction with T&O leadership and other product stakeholders to deliver the Group strategic priorities. He/she requires exceptional communication skills across both technology, operations, and the business to develop and implement best-in-class solutions and will have a high degree of visibility. He/she would need to collaborate within the technology teams to identify efficiency models to achieve technology productivity targets in alignment with Group Technology strategy. The candidate will be a rigorous technical lead with a strong understanding of how to build scalable, enterprise-level global Cards applications. This candidate will also be directly responsible for providing talent management and people leadership for the Cards technology teams under his/her purview. 

Job Responsibilities

  • Lead, build and manage a team of IT System analysts supporting cards platform and strategic projects across the UOB franchise
  • Build, manage and implement system capabilities based on understanding of the business functions and in line with the UOB architecture strategy
  • Be responsible for the functional solution construct for the Cards processor (CardLink-Mainframe) platform and distributed platform teams (Remote commerce, portals, collections, loyalty and digital banking interfaces)
  • Ensure cross functional analysis is carried out during requirement and solution phase, by tapping into collective knowledge of business, system analysts, operations and cross-functional technology teams
  • Plan and partner with Domain architects to establish the design solution by sharing and validating options in context of requirements and technology roadmap
  • Build the team's capabilities to consistently maintain the repository of system features inventory and data maps for the cards domain
  • Lead and engage in innovative problem-solving activities, requiring conceptual thinking creating 'out of the box' solutions with prototypes and pilots.
  • Establish processes for system analysts to elicit detailed requirements from all impacted business and control teams and build the ability to translate the requirement insights into scalable group-wide solution with well-defined acceptance criteria
  • Partner with Program managers and Business Solution Specialist to collate, understand and finalize functional requirements 
  • Build a culture of collaboration with application development and testing teams to ensure that the requirements and solutions are correctly understood, refined as well as being translated into equivalent deliverables at each stage of execution
  • Facilitate discussion of concepts with business, Operations and technology stakeholders in order to establish use cases. Lead with establishing MVP based on priorities and cost involved 
  • Establish E0/E1 sizing and Tshirt sizing best-in-class models across cards technology by connecting needs, requirements with solution options and dependency factors
  • Champion the delivery of high quality cards systems design and ensure adherence to global architecture principles, enterprise design principles, security and control standards
  • Inspire and drive the team to be the superior Cards Subject Matter Experts in specializing across cards systems and cultivate wider insights and hands-on delivery capabilities for the cards technology organization
  • Foster an environment of technology excellence and innovation
  • Plan & collaborate across cross-functional domain application teams outside cards technology to manage functional, technical and security related dependencies of the solution
  • Ensure that the application teams across group and countries build the enhancements according to the technical solution plan
  • Partner with Test Management teams to review test strategy/test scripts, ensure completion of SIT, UAT, performance / load testing and application security testing with quality outcomes
  • Manage the function validation support during UAT phases to ensure that requirement exit criteria are met correctly 
  • Build exceptional peer relationships with key stakeholders and be able to influence key outcomes. Escalate issues that impacts project schedule on timely basis and propose workarounds/resolutions
  • Demonstrate energy and ability to function in an intense & complex environment demonstrating initiative and operating with an ownership attitude to deliver results. 

Job Requirements

The ideal candidate will be a dependable and resourceful technology management professional who can comfortably work in a large development organization in a globally distributed, dynamic work environment that fosters diversity, teamwork, and collaboration. He/she should be passionate about Technology and have a mindset to be technically hands-on if needed. Well-versed in the latest trends, especially around disruptive technology, and proven record in execution. The ability to work and thrive in high pressure environment is essential. This role will report to the Head of Cards Technology for team planning and strategic execution of business priorities.

  • Bachelor's Degree in Computer Science, Engineering or similar domain.  Related professional/technical qualification will be advantageous although not mandatory 
  • More than 18 years’ track record in developing and delivering global / regional Cards capabilities for a multi-national/regional company with annual budgetary responsibility
  • More than 12 years’ leadership experience in managing IT System or business analysis teams. Past roles as a Senior Business Analyst with demonstrable experience having led solution delivery for cards is a critical requirement
  • Thorough knowledge of Credit Cards domain is a must. Strong technical/platform knowledge of mainframe processors like CardLink/CardPac/Visionplus and understanding of Cards ecosystem & trends is preferred. 
  • Ability to think through technical solutions to business problems/requirements and bridge the gap between application development teams and functional product/business owners
  • Experienced in executing large-scale Cards technology transformation and migration projects. A good understanding of the credit card industry and functions of HSM and different types of keys is essential.
  • Past experience of having executed projects requiring cross functional analysis across business lines and technology teams and using both Waterfall and hybrid Agile methodology
  • Strong team player able to motivate team to respond to multiple demands and able to manage changing priorities and meet challenging timelines
  • Hands on Experience having worked as a business analyst and provided solutions design in the Cards space across multiple functions like Cards Issuing & acquiring management, Transaction Management, Disputes, Authorization, Settlement, Loans , EPP, Rewards , Loyalty etc.
  • Ability to own delivery responsibilities end to end and be accountable for driving results for the team
  • Thought leader with the ability to formulate processes and procedures and quickly put them in to practice
