About the Department

The Compliance function is a strategic partner and a trusted business enabler to the Board and senior management. It is our responsibility to ensure that the Group continuously fulfils its regulatory obligations in today’s tight and dynamic regulatory landscape. To do that, we work closely with internal stakeholders to identify and to assess regulatory risks. This collaboration also includes developing practical solutions that integrate regulations into operational requirements as well as actively shaping and promoting stronger compliance culture and literacy in the Bank.

Job Responsibilities

The position reports directly to the Head of AFC, Compliance and the incumbent is responsible for the operations and managing a sizeable team in managing the Law Enforcement Agencies (LEA) orders and managing the National Fraud Portal (NFP) reporting. The incumbent need to provide technical support, advice and guidance with regard to managing the Law Enforcement Agencies production orders, freezing orders, seizing order, revocation order and variation order and to ensure positive relationships with the Agencies are maintained. Additionally, the incumbent will also be overall managing and providing oversight on the NFP fraud reporting by liaising with the relevant internal stakeholders as well contacts from PayNet and National Scam Response Centre (NSRC). 

The incumbent’s major job functions include:

Managing the Law Enforcement Agencies Orders and Request and to ensure positive relationships with the Agencies are maintained 

•    Respond promptly to any reasonable request for information made by the FIED, Regulator or other competent authority.
•    Monitor deadline and validity dates of all Orders to ensure timeliness in processing LEA orders.
•    Ensure timely response and report to the relevant FIED, Regulator or other competent authority within the agreed timeline.
•    Develop and maintain good relationship with the investigating officers from the LEA. 
•    Continuously monitor the existing trends of investigations and conduct deeper network link analysis of some high profile cases. 
•    Supervise, coach, and lead team members, managed the work assignments and daily decision making.
•    Timely reporting and escalation of significant issues to management.

Managing the National Fraud Portal (NFP) Reporting 

•    Ensure proactive approach is taken in identifying potential money mule accounts in the Bank.
•    Manage and provide overall oversight on NFP reported cases and monitor the trends and numbers 
•    Timely reporting and escalate significant issues to management.
•    Subject matter experts on money mule investigation and provide ongoing feedback in sharpening on the Money Mule Data Model. 
•    Key liaison person with the contact persons in NSRC and PayNet. 
•    Liaise with Business Units to ensure the alignment in the processes in managing the money mule investigation and reporting. 
•    Ensured procedures are developed and are followed for proper storage and retrieval of all NFP cases related documentation and investigation.
•    Provide regular insights money mule trends and risks within the bank and highlight any areas of improvement in managing money mule risks. 

As a liaison AML Officer for Financial Intelligence and Enforcement Department’s (FIED) FINS Reporting System relating to STR

•    Act as a main compliance officer and to communicate and coordinate information/ request received via FINS.

Management Reporting

•    Collate fraud or money mule related numbers to be reported to the relevant Committees and Management 
•    Conduct Data Analytics and provide insights on common trends related to money mule risks and profile in the Bank

Job Requirements

•    Professionally qualified – Graduate or Post Graduate in a numerate or research discipline. 
•    Minimum of 10 years of overall experience with experience general financial crime (fraud / sanctions/ anti money laundering) or intelligence experience.
•    Exposure to Compliance and risk management with deep understanding in AML/CFT will be an added advantage
•    Excellent in Business Intelligence / Financial Crime Intelligence / Corporate Intelligence / Forensic.
•    Possesses effective leadership, good communication and strategic planning skills to facilitate team work.
•    Professional, highly adept at problem-solving, conflict resolution and negotiation.
•    Excellent stakeholder management skills.
•    Excellent written and spoken communication skills.
•    Independent worker with strong presence as a team-player.
