About the Department

The Retail function provides Personal and Business Banking customers with financial solutions tailored to their needs. We help them manage their money wisely and meet their financial goals through an extensive range of products and services. These include deposit, insurance, secured and unsecured loans, investment and wealth advisory services.

 

Personal Financial Services

We design and provide products and services that empower our customers to enjoy greater banking convenience while they extract more value from their money. In particular, we are focused on promoting and developing healthy saving and investment practices across generations.

Job Responsibilities

This role directly reports to the Group Retail COO, with an emphasis to provide Line 1 Assurance to the Head of Personal Financial Services. The role holder will also be part of the PFS Leadership team. The team will be responsible for exercising risk oversight and ensuring end-to-end activities are conducted in a safe and sound manner, consistent with the Group’s overall business strategy and risk appetite. 


The role of Line 1 Assurance is to work with Line 2 and Line 3 to jointly operationalize the risk and controls frameworks. Given the heightened risks, this role will require someone who can think out-of-the-box to challenge existing processes and better leverage data analytics to proactively manage the risks. 

 

Key Responsibilities
•    Focus on proactive risk management by fostering a risk and compliance culture across Group Retail, with focus on PFS. 
•    Oversight on risk assessment, controls and reporting (eg. EWRA, MMR, KRCSA, KORI, MRA, RRA) for all risk types, working with subject matter risk assurance teams embedded across BUs. 
•    Central liason with Line 2 and Line 3 for discussion on policy and framework matters to continuously push boundaries by thinking out-of-the-box. Manage audit and compliance review and drive remediation for identified gaps.
•    Provide advisory support and guidance, training to the BUs within Group Retail 
•    Perform independent quality assurance reviews through thematic testing and required transaction reviews to ensure effectiveness of control frameworks
•    Responsible for supporting the Head of PFS Risk Management Committees as secretariat, central liaison to L2/L3

Risk Area coverage
•    AML/FAA: Policy operationalization, advisory support and perform independent review and testing. Spearhead use of data analytics (see below on AML agenda)
•    Other Regulatory Compliance: Oversight on all regulatory matters, liasing with respective subject matter risk assurance teams across BUs
•    Operational Risk: Oversight on risk assessment and reporting from LRCM across all BU’s. Ensure incident management from investigation and assemble root causes to ensure resolution for systemic issues. 
•    Conduct risk: Drive culture and conduct initiatives and monitor adherence to conduct risk appetite

AML agenda
•    Core team representing GR reps in the AML Strategic Uplift program
•    Thorough impact analysis and operationalization of controls for new regulatory requirements within stipulated timelines. Prevent regulatory breaches due to inappropriate/ missing regulatory controls arising from new regulations
•    Timely and independent operational advisory to BU. Review and endorse for customer onboarding and retention of customer relationships in accordance with GC-AML escalation matrix
•    Accurate and timely reporting of review and testing results and validation of controls

Team responsibilities
•    Manage a direct team that specialises on AML and FAA advisory and review and testing
•    Collaborate with assurance teams across the BUs to ensure end-to-end activities are conducted in safe and sound manner
•    Training: Ensure that all BRCM staff complete the required competency trainings set out by GC; Conduct and maintain oversight on mandatory trainings to be conducted by BU

Job Requirements

•    15+ years of experience in financial services, related to risk and regulatory compliance
•    Proven leadership and people management skills
•    Strategic thinking, analytical and result-oriented
